Governor Gavin Newsom has vetoed SB 509, a bipartisan bill that would have required the California Office of Emergency Services to develop training for law enforcement officers to better recognize and respond to transnational repression — the harassment, intimidation, and threats that foreign governments use to silence voices here in our own state.
This veto is a setback for the safety and rights of Californians targeted for speaking out against authoritarian regimes.
